Section 4. The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned.
The Executive has no authority to exceed that which Congress enabled, irrespective of what it may otherwise think.
However, The Executive is bound by The Constitution (and its Amendments) as is Congress.
Therefore, Treasury must pay the debts before all other bills, under The Constitution, as only the debts of the nation have preference as shown in The Constitution!
Treasury Secretary Lew has recently threatened that he will not prioritize payments of Treasury instruments and interest should there be no increase in the debt ceiling.
This act, were he to do so, would be a black-letter impeachable offense committed by both him and Obama as the chief of the Executive branch.
Congressional Republicans ought to memorize, and preface their every statement with, some simple formula. “One: Make Congress and the White House obey the same Obamacare rules you do. Two: Obama let business off for a year; we want workers to be let off for a year too. That’s the GOP plan. What part don’t you like?”

“Wall Street needs to be genuinely worried about what is going on in Washington, President Barack Obama told CNBC in a White House interview Wednesday,” the network reports:
While gridlock in D.C. is nothing new, “this time I think Wall Street should be concerned,” Obama said.
“When you have a situation in which a faction is willing to default on U.S. obligations, then we are in trouble,” Obama said.
What’s going on here? Obama presumably is referring not to the current confrontation over funding but the impending one over raising the statutory debt limit. He likely is trying to panic investors in the hope that a big selloff now will leave House Republicans nervous enough to abandon any idea of using the debt ceiling to demand concessions.
But the president’s comment itself was arguably unconstitutional. Section 4 of the 14th Amendment provides: “The validity of the public debt of the United States, authorized by law . . . shall not be questioned.” That should mean the threat of default–as opposed to the threat of a sort of super-shutdown, affecting entitlements and vital services like defense–is an empty one.
But doesn’t simply raising default as a possibility qualify as questioning the validity of the debt? Presumably the 14th Amendment doesn’t pre-empt the First, so that private citizens are free to talk default. But the president speaks in an official capacity. It won’t happen, of course, but there’s a colorable argument in theory that Obama’s remark to CNBC amounts to an impeachable offense.

A call center due to open in the fall to tell the public about ObamaCare has been criticized for offering half of its employees part-time work, which will deny them the very benefits they have been hired to promote.
Staff and city officials in Contra Costa County have been left dismayed that the successful bid to run one of three Californian call centers has ended in employees being left without benefits.
More than 7,000 people applied for just 180 positions at the Concord call center, which is due to open on October 1. They believed most of the roles would be full-time and come with health insurance

Amid the Obama administration’s crackdown against whistleblowers, Change.gov, the 2008 website of the Obama transition team laying out the candidate’s promises, has disappeared from the internet.
The Sunlight Foundation notes that it last could be viewed on June 8, which was two days after the first revelations from Edward Snowden (who had then not yet revealed himself) about the NSA’s phone surveillance program. One of the promises Obama made on the website was on “whistleblower protections:”
The site had offered a way to compare Obama’s promises and administration actions and still can be viewed on the Wayback archive.

Require Independent Monitoring of Lobbying Laws and Ethics Rules: Obama and Biden will use the power of the presidency to fight for an independent watchdog agency to oversee the investigation of congressional ethics violations so that the public can be assured that ethics complaints will be investigated.
End the Practice of Writing Legislation Behind Closed Doors: As president, Barack Obama will restore the American people’s trust in their government by making government more open and transparent. Close the Revolving Door on Former and Future Employers: No political appointees in the Obama-Biden administration will be permitted to work on regulations or contracts directly and substantially related to their prior employer for two years. And no political appointee will be able to lobby the executive branch after leaving government service during the remainder of the administration.
Free Career Officials from the Influence of Politics: Obama will issue an executive order asking all new hires at the agencies to sign a form affirming that no political appointee offered them the job solely on the basis of political affiliation or contribution.
Reform the Political Appointee Process: FEMA Director Michael Brown was not qualified to head the agency, and the result was a disaster for the people of the Gulf Coast. But in the Obama-Biden administration, every official will have to rise to the standard of proven excellence in the agency’s mission.
Enforce Executive Branch Ethics: The Obama-Biden administration will give the Office of Governmental Ethics strong enforcement authority with the ability to make binding regulations, and it will work with inspectors general in all the federal agencies to enforce ethics rules, minimize waste and ensure federal officials are not using their offices for personal gain. The OGE will also be the clearinghouse of all public records relevant to ethics in the Executive Branch and place this information on its website. Finally, the OGE will promulgate rules and procedures to record all oral and in-person “lobbying contacts” between registered lobbyists and political appointees and make those records available to the public in a searchable computerized database.
Spend Taxpayer Money Wisely
Performance Team and Chief Performance Officer: Barack Obama and Joe Biden will create a focused team within the White House that will work with agency leaders and the White House Office of Management and Budget (OMB) to improve results and outcomes for federal government programs while eliminating waste and inefficiency. This unit, a SWAT team, will be composed of top-performing and highly-trained government professionals and be headed by a new Chief Performance Officer (CPO) who will report directly to the president. The CPO will work with federal agencies to set tough performance targets and hold managers responsible for progress. The president will meet regularly with cabinet officers to review the progress their agencies are making toward meeting performance improvement targets.
Streamline Government Procurement: Barack Obama will implement the GAO’s recommendations to reduce erroneous federal payments, reduce procurement costs with purchase cards, and implement better management of surplus federal property. These initiatives will save $4.5 billion a year.
Protect Whistleblowers: Often the best source of information about waste, fraud, and abuse in government is an existing government employee committed to public integrity and willing to speak out. Such acts of courage and patriotism, which can sometimes save lives and often save taxpayer dollars, should be encouraged rather than stifled. We need to empower federal employees as watchdogs of wrongdoing and partners in performance. Barack Obama will strengthen whistleblower laws to protect federal workers who expose waste, fraud, and abuse of authority in government. Obama will ensure that federal agencies expedite the process for reviewing whistleblower claims and whistleblowers have full access to courts and due process.
Line-by-Line Review of Spending: Barack Obama and Joe Biden will conduct an exhaustive line-by-line review of the federal budget, work to eliminate government programs that are not performing, and demand that new initiatives be selected on the basis of their merits — not through a political process that rewards lobbyists and campaign donors.
Slash Earmarks: Earmarks grew from $7.8 billion in 1994 to $29 billion in 2006. Barack Obama is committed to returning earmarks to less than $7.8 billion a year, the level they were at before 1994.
Shed Sunlight on Corporate Tax Loopholes: The tax code is riddled with corporate loopholes and preferential regulations that benefit a handful of companies at the expense of the rest of the business community as well as ordinary families. Some large companies have managed to secure tax breaks or hide their profits in overseas tax havens to avoid paying any American corporate taxes at all. Obama and Biden will require any tax bill considered by Congress to include a Corporate Tax Impact Statement that would disclose which industries or specific companies would be expected to benefit from the new tax breaks.

In spite of freedom’s remarkable, global progress in recent years—from the collapse of the Soviet empire to the growth of “privatization”—there is no sign yet of a shortage of statists with silly and destructive schemes. The best explanation of why and how such people get into positions of power is still found in “Why the Worst Get on Top,” which is chapter ten of F. A. Hayek’s masterpiece, The Road to Serfdom.
In his “Why the Worst Get on Top” chapter, he says of the central planner or “potential dictator,” “. . . he will be able to obtain the support of all the docile and gullible, who have no strong convictions of their own but are prepared to accept a ready-made system of values if it is only drummed into their ears sufficiently loudly and frequently.” At last report, the docile and the gullible are firmly in Jospin’s and Mahathir’s corner.
The statist demagogue, avers Hayek, appeals to “hatred of an enemy” and “the envy of those better off” to gain the “unreserved allegiance of huge masses.”
Give government lots of power and silly people who have little tolerance for the lives and views of others will line up to get government jobs. Those who respect others, who leave other people alone, and who want to be left alone themselves, apply elsewhere—namely, for productive jobs in the private sector. The bigger government gets, the more the worst get to the top of it, just as Hayek warned us in 1944.
America is the greatest land of opportunity on the planet for all who choose to go for it. Period! End of subject!

Published in 1980, Zinn’s “A People’s History” (the author died in 2010 at age 87) has been a staple of Advanced Placement courses at the high-school level and omnipresent in college syllabi for decades. Praised by some for focusing on American history from the ground up, the book has been condemned by others as emblematic of the biased, left-leaning, tendentious and inaccurate drivel that too often passes as definitive in American higher education.
Zinn’s history, the then-governor [Mitch Daniels] wrote in February 2010, “is a truly execrable, anti-factual piece of disinformation that misstates American history on every page.” Then Mr. Daniels asked: “Can someone assure me that it is not in use anywhere in Indiana? If it is, how do we get rid of it before any more young people are force-fed a totally false version of our history?”
